Riverside has a homelessness crisis. I will continue to advocate for high quality, affordable housing development, while collaborating with our county and state leaders to focus on the mental and behavioral health issues we see on our streets every day. There also must be enforcement of our laws and anti-camping ordinances to protect local business owners and the overall quality of life for Ward 1 residents.

Addressing Homelessness

Riverside is at a time of great potential for economic development. With the California Air Resources Board (CARB) and four institutions of higher education, Riverside has an advantage in the green technology and research fields. I pledge to collaborate with our business and education sectors to identify, attract, and welcome targeted technology businesses that bring high paying, skilled jobs to Ward 1. I will also focus on expanding career technical education pathways that lead to high quality vocational jobs to improve the educational and economic upward mobility of Riversiders.&nbsp;

Expanding Economic Opportunity

Local government’s role is to ensure a clean and safe community. Riverside’s voters expressed their commitment to investing in city services with the approval of Measure Z in 2016. Deferred maintenance of our parks, roads, medians, trees, and aging infrastructure only create more costly corrections for the future. I pledge to accelerate planning and execution of road repaving and infrastructure projects to keep up with the growth of our city, tackle much-needed deferred maintenance of parks, correct the deficiencies in solid waste collection, and ensure our first responders have what they need to keep us safe.

<h2>Public Service as a Calling</h2>Philip Falcone is an educator, county commissioner and dedicated community leader with a proven track record of public service and community involvement. Over the past decade, Philip’s service has focused on&nbsp;historical preservation, education, art, and environmental protections. Falcone previously served as a Senior Advisor to the Mayor of Riverside.&nbsp;In the Mayor’s Office, Philip has oversaw public affairs, communications, and special projects, such as the Riverside Military Wall of Honor renovation, the Dr. Martin Luther King Jr. Memorial renovation, Beautify Riverside community cleanups and public art installations—raising hundreds of thousands of dollars for these causes. During his tenure, the Mayor’s Office brought in millions of dollars in state funding to address various quality of life issues, including but not limited to homelessnessPhilip has a proven track record of public service, beginning his career as the youngest commissioner in the City of Riverside’s history and the chairman of the City’s Cultural Heritage Board. On the Commission, he advocated for historic district protections to maintain Riverside’s century-old built environment and expanded the recognition of important cultural landmarks. Currently, Philip is a County of Riverside Historical Commissioner appointed to represent the City of Riverside.As an educator, Philip has worked in after-school programs in the Riverside Unified School District and currently serves as a professor in oral communications at California Baptist University. He has also worked with the nonprofit sector by facilitating grant funding for youth programming.Philip attended Riverside K-12 schools, graduated from the University of California, Riverside and holds a Master of Arts degree in Strategic Communications.&nbsp;

I have never forgotten how Riverside welcomed my family—people who were strangers to them—with warmth and kindness.
